Pensions - New CAPSA Guidelines

The Canadian Association of Pension Supervisory Authorities (CAPSA) has released two new guidelines that are of interest for pension plan administrators, and their service providers:
- CAPSA Guideline No. 6 – Pension Plan Prudent Investment Practices is intended to help plan administrators demonstrate the application of prudence to the investment of pension plan assets. The guideline also includes an associated Self Assessment Questionnaire on Prudent Investment Practices.
- CAPSA Guideline No. 7 – Pension Plan Funding Policy, which is intended to provide guidance on the development and adoption of funding policies for pension plans that provide a defined benefit.

Albertans invited to learn about the progress of their Heritage Fund on October 20
With over 15 billion reasons to care about their Heritage Savings Trust Fund, Albertans can’t afford to miss the 2011 public meeting, to be held on October 20 in Edmonton. The annual meeting is hosted by the Standing Committee on the Alberta Heritage Savings Trust Fund and provides Albertans with insight into the management and progress of the fund.
“The public meeting affords Albertans the rare opportunity to participate in conversations about the Heritage Fund with the committee and those who manage the fund on behalf of the province,” said committee chair Janis Tarchuk. “The fund belongs to Albertans, and we welcome their valuable feedback.”
- When: Thursday, October 20, starting at 7 p.m.
- Where: The Oasis Centre, 10930-177 Street, Edmonton

of Consultation Responses

In December 2010, a working group of provincial/territorial government officials (working group) issued a consultation paper to seek feedback on possible options for the incorporation of individual sales representatives of registered dealers and advisers. The comment period closed February 25, 2011.
The working group received 63 written responses and has completed a summary of those consultation written responses. The working group’s summary also includes recommendations for next steps regarding the incorporation project.

Insurance Act

On July 1, 2012, changes to the Alberta Insurance Act (Act) will go into effect. Legislative changes have been implemented to amend the provisions of the Act applicable to the various types of insurance contracts such as: life, accident and sickness, liability, business and property. These changes modernize the framework for insurance contracts, strengthen consumer protection, and address issues identified by stakeholders, including consumers, legal counsel and insurers. - Policy Bulletin #33 – Audited Financial Statements – is updated in response to calls the Superintendent’s office has received as a result of changes to Canadian Auditing Standards and the Canadian Institute of Chartered Accounts Handbook, and their impact on pension plan financial statements.
- Policy Bulletin #13 – Contributions to Pension Plans – and Policy Bulletin #16 – Plans for Connected Individuals – are amended to reaffirm the existing contribution and funding requirements applicable to pension plans whose only members are specified individuals or connected persons. There has been no change in either the policy or the legislative requirements in respect of these plans.

Complaints - Who to Contact

Starting April 1, 2011, issues, concerns or complaints regarding insurance companies will be handled by the Office of the Superintendent of Insurance. Prior to this, insurance company complaints were dealt with by the Alberta Insurance Council (AIC).
Issues, concerns or complaints regarding insurance agents or licensed independent insurance adjusters will still be handled by the AIC. The AIC will also continue to deal with existing complaints opened prior to April 1, 2011 to come to a resolution of those complaints.
New complaints or enquiries received on or after April 1, 2011, by the AIC will be referred to the Superintendent of Insurance.

Effective 12:01 a.m., February 25, 2011, the Tax Exempt Fuel Use (TEFU) rebate for licensed vehicles, including Prescribed Rebate Off-road Percentages (PROP), is eliminated. The marked fuel (tax excluded) component of TEFU, the Alberta Farm Fuel Benefit, and the Alberta Farm Fuel Distribution Allowance are not affected by this change. The options are set out in a consultation paper to stimulate public discussion. Your feedback will assist in informing any future policy development. You are asked to provide your feedback on the consultation paper by February 25, 2011.
